Objective
To ensure quality and effective development of technical and vocational education and training subsectors’ policies for enhanced access, quality and equity.
Functions
• To conduct TVET skills audit from time to time;
• To promote high quality and internationally competitive teaching and learning, research and innovation;
• To provide inputs in developing, monitoring, evaluating plans and reviewing implementation of technical and vocational skills development policies;
• To monitor and evaluate the implementation of the ministry’s technical and vocational skills development programs and projects;
• To liaise with the Tanzania Commission for Universities as well as the National Council for Technical Education, Vocational Education and Training Authority and other professional bodies and thereby facilitate the development of quality and relevant technical and vocational and related skills-sets in the country;
• To promote and sustain Regional and International Cooperation on Technical and vocational skills development;
• To maintain a closer working relation with the Ministry responsible for Community Education for harmonious development of vocational and technical skills at community levels; and
• To provide Ministry’s interfaces with and responses to Regional and International education and training matters.
This Division IS led by a Director and have three (3) Sections as follows: -
• Technical Education Section;
• Vocational Training Section; and
• Folk Development Training Section.
Technical Education Section
This Section performs the following activities: -
• Facilitate operationalization of the Education and Training Policy as well as Technical and Vocational Education and Training Development Program;
• Provide inputs in developing, monitoring, evaluating and reviewing implementation of various education policies on Technical education and training;
• Facilitate operationalization of the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on technical education and training to which Tanzania is a Party;
• Promote public awareness on Technical education opportunities, cost sharing, loan recovery, financing and investments policies, strategies, and action plans;
• Initiate, develop and mobilize resources for technical education and training development in the country; and
• Promote programs for sustainable collaboration between the technical education and training institutions, industry and businesses.
This Section is led by an Assistant Director.
Vocational Training Section
This Section performs the following activities: -
• Operationalize of the Technical and Vocational Education and Training Development Programs, monitor, evaluate and advise on their implementation by the regulatory and professional bodies as well as institutions for effective skills development;
• Provide inputs in developing various education policies on vocational education and training including vocational education and training financing;
• Operationalize the East African Community Treaty, its Protocols and Annexes as well as other regional and international instruments on vocational education and training to which Tanzania is a Party;
• Promote public awareness on Vocational education and training opportunities, cost sharing, loan recovery, financing and investments policies, strategies, and action plans;
• Initiate, develop and mobilize resources for vocational education and training development in the country; and
• Initiate, develop, put in place or promote programmes for sustainable collaboration between the vocational education and training institutions, industry and businesses.
This Section is led by an Assistant Director.
Folk Development Training Section
This Section performs the following activities: -
• Develop standards, guidelines and operating procedures for Multipurpose Training Institute (MTIs) and monitor and evaluate their implementation;
• Coordinate the development of curricula for MTIs and monitor and evaluate their implementation;
• Coordinate, supervise, monitor and evaluate training provided by MTIs;
• Issue guidelines for student selection and monitor their implementation;
• Coordinate tutor recruitment, posting and deployment; and
• Carryout research and studies on MTIs and provide advice accordingly.
This Section is led by an Assistant Director.
